If you were talking about the attack against spy Skripal, it seems like Russia did it, but it's hard to say if Putin gave the order. It can also come from Russia's secret agency. If you're talking about Syria... Assad did the chemical attack. He is fighting terrorists, but also kills his own people. America's response is partly understandable actually. Assad and all others should fight terrorism, but not by bombing innocent civilians. They should send troops, to fight on the ground, that's the only right thing to do.
