In order to mark people as beeing inactive for a while, I added the Rank 'semiactive'. This rank prevents, that the inactive tag shows up.

Also I've now added ranks for Active Contributors, but the tag will turn invisible, when the 'Inactive' tag is there!

Edit: I have lowered the time to become inactive to 16 days (from 21). Currently every edit counts, I could also limit it to specific namespaces.

This is a larger project, I will add it tomorrow, but we will still have to adjust it.
